What is MSISDN ?

MSISDN means Mobile Subscriber ISDN number. This is the 10 digit mobile telephone number to be dialed to get in touch with a mobile subscriber.

Our Numbering Scheme

Our Mobile Number is of 10 digits which starts with 94330, 94331, 94332 followed by 5 digit subscriber number. It will look just like 94330xxxxx (where xxxxx is your subscriber number)

What is a Postpaid Mobile Connection?
A Postpaid mobile connection is like any other telephone connection, where you get a SIM Card, use it and pay for your monthly bill based on rentals, plan charges and usage charges etc.

Under what brand name is BSNL’s Postpaid Mobile sold?
BSNL’s Postpaid Mobile is sold under the brand name of Cellone.

Why should I buy Cellone?
Any mobile service is evaluated on 3C s’ i.e. Coverage, Cost and Clarity. BSNL is undoubtedly the best on all these three counts.

Where can I buy Cellone?
Cellone is widely available, with our Dealers at the Cellone Shop in your city market. It is also available at the Customer Service Centre (CSC) of BSNL in your city.

How much will a Cellone Connection cost?
A Cellone connection is available on payment of Activation charges of Rs. 200/- and Security deposit as applicable.

How much is the Security Deposit?
Security Deposit for International Roaming is Rs. 7500/-, for ISD connection is Rs. 3000/-, for STD connection is Rs. 2000/- and for a local connection is Rs. 1000/-. Security Deposit is liable to be enhanced, based on calling pattern or default in payment etc. All security depost subject to change without prior notification.

Who are exempt from paying Security Deposit?
Security deposit is exempted for local / STD connection from the following :
Existing BSNL subscribers upon request (conditions apply), Central / State Government & Central PSUs & their employees, Corporate Customers (minimum 5 connections in corporate name),
Bank employees, who give ECS mandate from their own bank, BSNL employees

What are the conditions for existing BSNL subscriber to be exempted from paying Security Deposit?
He has to fill up a mandate form to allow existing deposit of fixed phone towards outstanding of the cellphone. The cellphone is to be applied in the same name as fixed phone. Category of cellphone

remains same as fixed phone in case the existing deposit is less than Rs. 1000 / 2000, the balance amount is to be deposited.

What are the different Plan options?
Plan –225, Plan-325 & Plan -525 having monthly rental of Rs. 225. Plan charges of Rs. 100, Rs. 300 are payable for Plan 325 & Plan 525 respectively. The call charges are highest in Plan 225 & lowest in Plan 525.

What are the call charges?
All Incoming calls received in the license service area (LSA) are free. The tariff for outgoing calls depends on the Plan chosen. For details refer to latest tariff chart.

Can I use India Telephone card on my BSNL mobile?
Yes, you can use India Telephone Card from your Cellone Postpaid connection.

Which hand set will work?
Any GSM hand set will work. India has two frequency bands for GSM working & dual band handsets may be preferred. Internationally, there are three frequency bands for GSM and tri-band handsets may be preferred in case International roaming is to be utilized. Various models of different companies can be bought from the open market.

How do I dial local landline calls?
Prefix the STD code of your area to the local number. (Charging will be at local rate and not STD rate)

How do I dial pager service?
Prefix the STD code of your area to the pager number.

How do I find my handset number?
Handset number is called IMEI (International Mobile equipment Identifier). This 15 digit number is written on the handset. This can also be seen on the screen by dialing *#06#. This should be noted down separately. It can be useful in tracing a lost handset.

What is the operational range of my mobile connection?
Your mobile connection can be used wherever there is BSNL mobile coverage, within your license service area (LSA). If you are having roaming facility, your mobile can also be used in LSAs where you have roaming.

What is an LSA (License Service Area)?
Your LSA would normally constitute of the area under your state. UP is divided into two LSAs : UP(West) & UP(East). The newly created states of Jharkhand, Uttranchal & Chhatisgarh are parts of Bihar, UP(West) and MP LSAs respectively. Delhi & Mumbai are not part of BSNL’s LSAs.

Roaming

What is roaming?
Roaming is a feature of mobile service, which allows you to use your mobile outside your home LSA. BSNL does not charge any rental for roaming for Plan-225, Plan 325 & Plan 525. All India roaming is available on demand for all STD/ ISD holders. This is a seamless roaming.

Can I get International Roaming?
International roaming is available with over 160 countries. Security deposit for International roaming is Rs.7500/-. Monthly rental of International roaming is Rs.99/-. For details contact CellOne dealer or call our customer care number.

What are the call charges during roaming?

SMS (Short Message Service)

What is SMS?
SMS is short messaging service, wherein messages upto 160 characters long can be sent or received. It allows you to communicate without actually talking. The successful delivery of messages depends upon the destination network also.

How do I setup my mobile for SMS?
Follow instructions of your handset user manual to setup the Service Centre Number as applicable for your license area. For any help please dial Customer Care Center no. 9433024365 or 9400024365

What are the charges of SMS?
Receiving SMS is free (even in case of roaming) in BSNL network only. Please refer Cellone SMS tariff for detail.

Voice Mail Service (VMS)

What is VMS?
Voice Mail Service (VMS) is a service which allows others to leave a message for you when you are not available on your mobile, due to mobile being busy, no reply, switched off, not reachable, etc. You can retrieve these messages at your convenient time, using your mobile or any other phone. A voice mail box is assigned to you and messages can be stored upto its maximum capacity.

What are the charges of using VMS?
Recording messages into the Voice Mail box is free. Retrieving messages from the box is chargeable at normal outgoing call rates.

How do I subscribe to VMS?

How do I use VMS?
Activate diversion of calls (as per your choice) to 17000. This will divert the chosen calls to the voice mailbox. You will receive an SMS for the number of messages pending in your voice mailbox. The retrieval of recorded messages can be done by accessing your mailbox by dialing 17000 from your mobile. The message can be accessed from any phone within the home LSA or outside the home LSA by dialing 09433017000 from any phone . The first time you access your mailbox, the IVRS will take you through a process of configuring your mailbox, as per your preferences.

CLIP/ Call Waiting / Call Hold/ Call Forwarding

What is CLIP?
CLIP implies Calling Line Identification Presentation. With this feature, the telephone number of the calling party appears on the screen of your mobile.

What is Call Waiting / Call Hold?
Call Waiting / Call Hold facility allows you to receive and hold an incoming call while you are already talking to another person. The handset user manual can guide you through the simple process of using this facility.

What are the charges for CLIP/Call Waiting / Call Hold?
These are free of charge and self activated in your BSNL connection.

What is Call Forwarding?
Call Forwarding allows you to transfer your call to any other phone of BSNL, including mobile, fixed and / or WLL, within the home LSA.


UNIFIED MESSAGING SERVICE (UMS)

What is UMS?
UMS is an advanced version of VMS, which apart from voice messaging also gives options for using your mobile to receive Fax, E-mail & the facility to listen to the e-mails. For charges & tariff refer latest tariff table. This service is not launched commercially in Calcutta Telephones.

Sending E-Mail?
Dial 1403 from WAP MS to connect to internet-login to the site www.bsnlume.com give password, go to compose mail and send it to destination.

Depositing E-Mails?
Your email account will be MOBILENUMBER@bsnlume.com from any account you can receive email to above account.

To view email?
From WAP MS go to inbox then to email and the “view details” choose “body”.

Email to voice conversion?
Dial “17000”, dial mailbox ID and #, dial password and listen to system prompt and press 4 to listen email messages.

Delivering the email to fax?
Dial ‘17000’, and #, dial mailbox ID and #, enter the password. Press 4 for email, press 6 to enter fax destination (enter the fax number with STD code) and follow IVRS instructions.

Billing

What will be my billing cycle?
The billing period for all categories of Cellone connection is monthly.

Can I get my bill in other city?
Yes, you can get your bill in other cities provided you apply to the nearest CSCs of the place from where connection is taken along with proof of address for the place you need to get your bills delivered.

Where I can deposit my bills?
The bills can be deposited at any of the designated (mobile) CSCs within the LSA or by dropping crossed Cheque in drop boxes with details written on the back of Cheque i.e. Mobile No., Account No., Invoice No and Name of the subscriber.

Can I deposit my bills in other cities?
Yes, bills can be deposited in other cities (within the home LSA) also either by cash or by Cheque but the Cheque shall be of the city where payment is deposited..

What is detailed billing?
In this detailed billing, detailed call wise (incoming and outgoing) will be given, the subscription fee is Rs.50/- p.m. This facility is available for postpaid customer only.

How I can pay when I go on vacation / abroad for longer period?
You may pay advance amount, which will be adjusted, in your future bills.

Whom to contact for excess charges/ billing related complaints?
You may write to the local BSNL/ mobile administration giving details of excess charges and drop your complaints to drop box/ CSC/ dealer.

Can I keep my Cellone connection under safe custody? What are the charges?
Yes you can keep your Cellone mobile connection under safe custody. The charges are Rs. 50 on each occasion + normal rent of the opted plan.
For keeping your Cellone connection under safe custody, you may apply to nearest CSC/ dealer.

TROUBLE SHOOTING

What should I do if my mobile phone or SIM Card is lost?
Immediately contact the CSC of your area or the helpline to get your SIM de-activated. Lodge an FIR with the police and submit your representation to the CSC along with a copy of the FIR.

What is the PIN Number?
The Personal Identification Number (PIN) of your SIM Card is a secret key of four digits, which is used to activate the SIM card. You may change PIN by following the instructions given in handset manual.

What is the PUK Number?
PIN Unblock Key (PUK) is required when an incorrect PIN Number has been entered thrice. To get your PUK Number, contact helpline and mention your identity and SIM Number (the 19 digit number written on your SIM Card). Be careful, not to feed incorrect PUK more than 9 times, else or your SIM card will get permanently blocked / damaged.

What should I do if my SIM is damaged?
Damaged SIM’s would be replaced afresh with same mobile number for replacement fee of Rs.220/- (subject to change) to be deposited Customer Service Center, Telephone Kendra, P-10, New CIT Road, Kolkata. Also you have to furnish the last paid bill & the address proof in origianl & photocopy of address proof for verification.

What should I do if I am unable to make calls?
It is likely that you are in a weak/ no coverage area. The signal bars on your handset screen will show this. Please move to an adjacent location of better coverage.

What should I do if my handset is not latching on to BSNL Signal?
The SIM Card may be loose / not inserted properly. Please correct this.

What should I do if my handset is not working properly?
The battery may be low. Recharge or replace, as required.

What is the helpline number?
BSNL operates a helpline for you, 24 hours a day, 365 days a year. The help line number is 94000 24365.

Faq about Pre-paid connection

What is a Prepaid Mobile Connection?
Pre-paid mobile connection is a normal mobile connection where you get a SIM Card but one has to pay for the talk time in advance. You need to regularly recharge it with recharge coupons / scratch cards which you buy whenever your prepaid balance gets exhausted. Each recharge has a denomination validity period.

What are the benefits of Excel?

An Excel connection is available on payment of Rs. 220/- only (M.R.P). It comes with a free talk value of Rs. 50/-. Recharge can be done with recharge coupons / scratch cards of Rs 331/-, Rs. 551/-, Rs. 1102/-, Rs. 2204/- and Rs. 3306 denomination .

How do I activate my Excel connection?
Detach the SIM Card from the carrier card, along the groove. Insert it into the handset as per handset user manual. Put on the handset and wait for Cellone to appear on the screen. Dial 123 and follow IVRS instructions to choose language and dial # to confirm when asked to dial ‘hash’.

How do I recharge my Excel?
Buy a recharge coupon / scratch card from the market / CSC. Access the 16 digit secret code as per instructions on the card. Dial 123 and follow IVRS instructions to recharge and feed the secret code when asked to do so. Listen to the 16 digit code when IVRS repeats it. Confirm its correctness into the IVRS. Your account is now recharged with the talk value of the recharge coupon/scratch card. You can recharge by dialling *123* 16 digit secret code # also.

How do I dial local land line calls?

Dial *123# Current balance will appear on the screen.

How do I find my account validity ?

What is Validity period ?
The validity period depends on the recharge coupon you may recharge your mobile connection. The recharge coupon with Rs 331/-, Rs. 551/-, Rs. 1102/-, Rs. 2204/- and Rs. 3306 denomination has validity of 30/45/120/180 and 365 days respectively. The validity period starts from the day you have recharged the coupon. During the validity period a subscriber can make outgoing call and receive incoming call (depending upon his available balance). No outgoing call is allowed if the balance is less than Rs. 11 (eleven) even if you are within validity period.

What is grace period?
Grace period is the period of 7days after the validity period when you are not allowed to make any outgoing calls or send SMS. However, presently, incoming calls & SMS are allowed during this period. If you recharge within the grace period, the balance talk value in your account gets added to the recharged account. After the grace period the available balance in your mobile account will automatically become ZERO balance.


What is additional grace period?
Additional grace period is the period of 30 days after the Grace period when recharging is allowed without loosing your mobile number. No calls / SMS are permitted. The avialable mobile account balance will automatically be erased from the system after the expiry of your Grace period.


What should I do when the validity of my card is expired? What will happen to the amount, which is still available unutilized in my number?
After expiry of the validity of the card, the connection is required to be recharged by the scratch cards ( meant for same license service area). This recharge is to be done within the grace period of 15 days from the date of expiry of validity if you want your balance unutilized amount also to be credited along with the net call value of the new recharge coupon through which you are recharging. After expiry of the grace period the balance unutilized amount will be lapsed.
During additional grace period no calls are allowed except emergency ( Toll free ) and IVR call.
